In the near future, human psychological states and personality tendencies can be measured and quantified. The public has taken to calling such measures "PSYCHO - PASS", and were happy to realize that it is a numerical way to judge whether or not you have a good life.
A short time has passed since the case of the Invisible Man was solved by Kamui Kirirto who is an irregularity. A person that cannot be recognized by the comprehensive welfare support system aka the Sibi System, and which their "PSYCHO-PASS" cannot be measured by any cymatic scan .
Akane Tsunemori, who is in charge of the Division 1 Public Safety Bureau of Criminal Investigation Department, is struggling with a new case. The incident was a local street crime but the criminal did not show up on the street monitoring equipment and there were no eye witnesses. The only people left in the memory of the victim is that of Shinya Kogami and Shusei Kagari. Even thought Akane knows that it is probably a trap she starts to go after her two friends.
Shinya having killed Shougo Makishima because his crime coefficient could not be determined fled Japan and went to SEAUn (Southeast Asia Union) where he encountered riots and Guerrilla warfare. Seeing for the first time the pain and destruction from the drones and weapons that Japan has produced he decides to join the insurrectionist.
