≪Story≫
January, 2118.
While attending a meeting Akane Tsunemori, the chief inspector of the Criminal Investigation Unit, received a report that an incident happened aboard a foreign ship. Attending the same meeting is Atsushi Shindo, the president of the Ministry of Health, Labor and Welfare. Together they rush to the scene of the incident but for some reason this crime's jurisdiction was transferred to Overseas Coordination Bureau of the Ministry of Foreign Affairs.
The body of Milicia Stronskaya, whom Atsushi had invited as a guest for the meeting he was attending with Akanae, is found on the ship. Behind this heinous act are the Peace Breakers, a terrorist group that the Criminal Investigation Department has been after for some time. The group was after the " Stronskaya Document" a collection of Stronskaya's research. The Ministry of foreign affairs action division and the Criminal Investigations department team up to take on this case.
Akane is then reunited with Shinya Kogami, from the Criminal Investigation Department. Together they talk to Joiji Saiga, who is the last person that Dr. Stronskaya talked to. With his help they head off to the location of the "Stronskaya Document".
Within the " Stronskaya Document" is a secret that will reveal a truth that with shake the Japanese government and the Sibyl system down it its very foundations.
The missing link will finally be revealed!
